Osceola council approves first reading to rezone Bellevue parcels after neighbors raise runoff concerns

Osceola — The Osceola City Council on Dec. 2 approved the first reading of an ordinance to rezone parcels in Block 1 and Block 6 of East Osceola, a Bellevue Properties application, after a brief public hearing in which nearby property owners raised concerns about stormwater runoff.

Brad Lampe and Amy Lampe told the council they were worried runoff from the rezoned parcels would flow toward their properties. Carly Hand, who spoke on behalf of the rezoning application, outlined work already done to limit runoff and described plans for the parcels as part of the proposal.

Council Member George Fotiadis moved to open and then close the hearing; on the final first-reading motion Fotiadis moved and Thomas Bahls seconded and the measure carried on a roll-call vote with Fotiadis, Luci Sullivan, Bahls and Sonya Hicks voting aye.

In addition to approving the first reading, the council voted (motion by Fotiadis, second by Hicks) to direct staff to investigate the migration of water runoff in the block and report back. The investigation was approved on a unanimous roll-call vote.

The rezoning will return for subsequent readings as required by ordinance. The council did not take final action to adopt a zoning change at this meeting; the first reading advances the proposal and triggers follow-up steps, including staff review of stormwater concerns raised by neighbors.
