Supervisors approve road, stormwater and permit actions; engineer reports delay on Gravel Pike stabilization

The Perkiomen Township Board of Supervisors on May 6 approved several operational and infrastructure items and received engineering updates on a hazard mitigation project.
Roads and traffic: The board approved a Guidemark quote of $2,235.00 to install thermoplastic pavement markings on Township Line Road, Meyers Road and portions of the Ott/Plank/Gravel Pike intersection. Road Master Shawn Motsavage presented traffic counter results for Maple Avenue showing 85th‑percentile speeds of 30.8 mph toward Gravel Pike and 29.8 mph toward Seitz Road; the board asked the township engineer to evaluate sight‑distance and potential warrants for three‑way stop signs under MUTCD criteria. Staff noted that data did not support a speed‑hump traffic‑calming study at this time.
Stormwater and environmental compliance: Township Engineer Nicholas Szeredai explained PADEP requires a five‑year maintenance and monitoring program under the Pollution Reduction Plan (PRP). The board approved a Confirmation of Services for the 2025 Maintenance and Monitoring Program (Year 3) in the amount of $13,700.00, with work to be completed by SSM and LandStudies as described in the engineer’s submission.
Hazard mitigation project at 574 Gravel Pike: Szeredai said PennDOT issued Phase 3 permit approval on April 25 and that traffic control work is planned in May, with retaining wall removal and stabilization tentatively planned for July. That schedule would place the project about three months behind the original timeline; staff will work with the township’s PEMA/FEMA consultant to request a time extension.
Permits and development: Spring Hill Realty submitted a Highway Occupancy Permit application to open Seitz Road to install a waterline to its Gravel Pike building. Because the area was paved in June 2024, the township’s Streets and Sidewalk Ordinance imposes a penalty for opening a road within five years; the penalty was estimated at $10,610.21 if work starts in May. The board approved issuance of the permit and escrow agreement conditioned on payment of required fees and the penalty amount to be determined by the Road Master and the township engineer.
Public safety for events: The board authorized township Fire Police to assist the Perkiomen Valley School District police at the Perkiomen Valley High School graduation scheduled June 6, 2025, and authorized the chair to sign requests to neighboring municipalities (excluding Schwenksville Borough).
