Perkiomen supervisors table rezoning, authorize pretreatment ordinance advertisement, approve radios purchase and outline vacancy process

Manager Cecile M. Daniel reported several items of operational and land‑use business at the Jan. 6 meeting.
Rezoning: Spring Hill Realty filed an application to rezone about 25 acres on Harrison Avenue from LI (Limited Industrial) and CR (Commercial Retail) to ER2 (Elderly Residential 2). Solicitor Kenneth Picardi recommended analyzing two approaches — a direct rezoning of the parcels or creation of an ER2 overlay district — before setting a public hearing. The Board tabled setting a public hearing until the Feb. 4 meeting to allow the solicitor time to complete that analysis.
Pretreatment ordinance: Daniel said the Lower Perkiomen Valley Regional Sewer Authority updated uniform pretreatment requirements for contributors to the Oaks Wastewater Treatment Plant as directed by the U.S. Environmental Protection Agency. The Township must repeal its existing ordinance and adopt a new one to match LPVRSA’s updated requirements. The Board authorized advertisement of the proposed Pretreatment Ordinance by unanimous vote.
Ground lease: Solicitor Picardi reported a draft ground lease between Perkiomen Township and Ryan Lehman has been forwarded to Mr. Lehman. To avoid problems with a pending tax‑exempt application to the Board of Assessment, the previously discussed rent was revised from $25.00 to $1.00 per year. The signed lease will be placed on the February agenda for Board consideration.
Grant and equipment: Under a CFA Local Share Account grant award of $70,000, the Township obtained a quote of $14,634.30 to purchase 12 Motorola portable radios and associated equipment; the Board approved purchase of the radios to improve communications for the road crew, fire marshal, code enforcement, emergency management and parks, with remaining grant funds to be used toward a leaf vac.
Vacancy process: The Board acknowledged receipt of a written resignation from Supervisor Gary Filzen. An official vote to accept the resignation will occur at the Feb. 4 meeting. Interested applicants must submit a letter of interest and resume by Jan. 15. Chair Margolis and Dean Becker will interview candidates on Jan. 17 and make a recommendation to the full Board in February.
