Township hears Highland‑Huber Park design and permitting update; engineering adjusts plans for wetlands and high water table

Township engineer and consultant SSM told supervisors May 6 that wetlands, PNDI and bog‑turtle studies and a high water table forced design changes for Highland‑Huber Park; Phase 1 will proceed with stormwater revisions and PADEP permitting remains underway.
Township Manager Cecile Daniel and Scott Miller of SSM briefed the board May 6 on the Highland‑Huber Park project, saying consultant studies prompted changes to the park design to reduce impacts on wetlands, watercourses and existing trees.
Miller said a wetland delineation, Pennsylvania Natural Diversity Inventory screening and Phase 1 and Phase 2 bog turtle studies have been completed. Infiltration testing showed a high water table that limited infiltration potential; as a result the engineering team redesigned stormwater controls to include two managed release concept basins and adjusted layout and circulation to preserve trees of 6‑inch diameter and larger.
The proposed park amenities described to the board include separate small‑dog and large‑dog areas, a playground, pathways (including pervious pavement for the main pathway), a pavilion, a gazebo, boardwalk adjacent to wetlands and parking. Because of PA Department of Environmental Protection permitting and related costs, the project has been split into two phases; the board supported moving forward with Phase 1 engineering and permitting. SSM will complete stormwater calculations and submit permit applications to PADEP and the Montgomery County Conservation District.
No changed project funding amounts or construction dates were announced at the meeting. Board members did not object to proceeding with the Phase 1 design and permit submissions.
