Board grants conditional preliminary approval to Artisan Land plans, ties streambank work and culvert permits to developer

Perkiomen Township’s Board of Supervisors on April 1 granted conditional preliminary approval to Artisan Land Company’s subdivision and land development plans, imposing conditions tying final plan sign-off to required permit-related documents and limited streambank restoration.
Assistant Township Solicitor Richard Almquist reviewed changes to Resolution 2025‑11 after further discussion with Artisan. The revisions move some delivery dates for documents that must be received before the Township will sign final plans and treat restoration of two streambank areas along Watercourse B as a partial waiver. The areas identified for restoration lie within a 19‑acre conservation easement where no development will occur; if the Pennsylvania Department of Environmental Protection issues no permits, the Township’s engineer will inspect the work to standards listed under a GP‑3 permit.
Jackie Erixxon of Artisan Land Company was present for the discussion. The Board’s approval also notes two SSM review comments (items #85 and #89 in SSM’s February 13, 2025 letter) are exempted from Artisan’s obligations under the resolution.
The Board also confirmed that the Township will serve as the permit applicant for replacement of an existing culvert at the development’s eastern entrance. Artisan will pay for the culvert’s design, permitting and construction and any costs to expand existing easements if required; the culvert work will occur within the Township’s easements. The resolution passed on a 4‑0 vote.
In a separate but related action, the Board approved Resolution 2025‑13, the planning module for public sewer service, after Manager Cecile Daniel explained the project proposes sewer service via Schwenksville Borough Authority. Because the development spans Perkiomen Township, Lower Frederick Township and Schwenksville Borough, all three municipalities must approve the planning module before the Pennsylvania Department of Environmental Protection reviews it. That vote was also 4‑0.
The Board’s conditional approval leaves outstanding documentation and permit conditions to be satisfied before final recordation. The Planning Commission had previously discussed the application and related rezoning requests at its March 18 meeting.
