The Montoursville Borough Planning Commission discussed Draft #1 of proposed by-laws at its March 4, 2026 meeting but tabled adoption so a commissioner could submit edits.
Chairman Bob Weaver presented a by-laws draft he adapted from a webinar template and said he added two articles to address Financial Disclosure required by the Public Official and Employee Ethics Act and a Code of Conduct. Weaver said the template is intended to guide current and future commission members even though by-laws are optional under the Municipalities Planning Code.
Commissioner Tony Salvatori moved to adopt the by-laws as presented; Commissioner Bryan Pauling seconded the motion. Commissioner Erik Martinez said he had concerns about membership size and parts of the Code of Conduct and asked for time to draft specific edits. To allow Martinez to prepare proposed changes, the mover and seconder withdrew the pending motion and the commission tabled adoption for a future meeting to consider Draft #2.
During an invited public-comment period, resident Bob Brown and Borough Council member Marshall Winters spoke in favor of adopting the by-laws as presented; resident Marie Pena said she did not support adoption. Commissioners Chris Reed and Tony Salvatori said they backed adopting by-laws but accepted the decision to postpone action pending Martinez’s suggested edits.
The commission will consider Martinez’s edits when Weaver distributes Draft #2 at a future meeting.
