York County commissioners approve amended Track Builders contract as part of 30-item consent package

The York County Board of Commissioners on July 1 approved a 30-item consent package that included handling an RFP and a follow-on change order for a railroad-tie replacement project with Track Builders LLC.

During new business a commissioner asked the board to clarify agenda item 25 (the RFP amount) and to add item 30, described as "an amendment to the agreement between the County of York and Track Builders LLC" for the NCR track rehab phase 4 railroad-tie replacement, reducing the scope and the contract amount to $600,000 "at no cost to the county." Board members spent several minutes clarifying process — one member explained the county must first accept the RFP amount as listed and then adopt a separate change order to reduce the scope and cost.

The board voted to amend the agenda and to adopt the procedural sequence: an amendment to the listed RFP amount was approved and item 30 was added. The full consent package (items 1–30 as amended) was then moved, seconded and approved. The county administrator’s report earlier noted 29 motions for consideration and identified motions 14–17 as the final vehicle purchases under a recently used RFP for county vehicle procurement.

The meeting record shows the Track Builders item was handled in two distinct steps on the record: acceptance of the RFP language/amount as presented and then a separate authorized change to reduce the scope, described by the motion maker as lowering the cost from $816,288 to $600,000. The county did not state any additional county expense related to the change order during the read motions on the record.

Under other business the president also reminded residents that some July 4th downtown events were canceled because of heat but that other county-sponsored events and resources remain available.

The board adjourned the commissioners portion of the session and proceeded to salary-board business later in the meeting.
