River Ridge resident reports slab moisture, asks CDD and HOA to coordinate drainage fixes

Oak Run resident Lynda Sorensen described damage to her home’s slab and flooring at the River Ridge Community Development District meeting on Oct. 22, 2024, and asked the CDD and the homeowners association to coordinate a solution.
"I need help to get the downspouts farther from the home, and to install the drain tiles," Sorensen said, summarizing recommendations from a foundation specialist who added sealant and recommended perimeter drain tiles and 5- to 10-foot downspout extensions after finding very high moisture levels under the slab. Inspections reported no plumbing or HVAC leak and identified a floor warranty issue; a leak-detection specialist found elevated moisture in the concrete slab and under the floor.
Board Chair Bob Schultz said the CDD might be able to address ponding in some locations but that installing drain tiles is most likely an HOA responsibility. Mr. Charlie Krebs (District Engineer) explained that the area in question was not originally part of the stormwater system because it was an indigenous preserve at the time of initial development; after rezoning it became Club land and is not part of the water management system. Sorensen said the problem was reported to the HOA and to Mr. Rich Batterbury, and she asked the CDD to consider collaborative, "innovative" remedies.
Staff noted nearby storm drains and that the resident’s home is not at the low point of the road; a county golf-course drainage map showed drainage to the north and south but not directly at the property. Mr. Shane Willis asked whether the source of the water had been determined; Sorensen said not conclusively, and that excessive rainfall and soil moisture are probable contributors.
The Board did not take formal action but discussed responsibilities and next steps; Sorensen said she appreciates the opportunity to inform the Board and hopes for inter-agency or HOA coordination.
