Crosswinds seeks $20,000 from Chase County after reporting rising client counts and jail services

Amanda Cuttingham and Megan Adcock said Crosswinds provided services across seven counties and described the agency's work in Chase County in 2025: 257 clients served in the county, 43 individuals identified as SPMI (severe and persistent mental illness) or SED (severe emotional disturbance), three involuntary transports to state hospitals, 11 clients receiving substance-use services, two mobile-crisis responses, 112 crisis screenings or assessments, 220 uninsured residents served and 236 jail-related services performed. Crosswinds said those jail services are unpaid and drive a funding gap; after accounting for state Medicaid payments and county contributions, the agency reported roughly $30,000 still uncovered for Chase County services.
Crosswinds requested $20,000 in county appropriations for next fiscal year; commissioners confirmed they provided $18,600 the prior year. Agency staff said the change to a Certified Community Behavioral Health Clinic (CCBHC) reimbursement model improved Medicaid-funded revenue for covered services but leaves about 57% of Crosswinds' services unreimbursed under that model, explaining continued requests for county support.
Commissioners did not take formal action on the request during the presentation; the appropriation request appeared on the record for upcoming budget discussions.
