The Navis (Mavis) Tire applicant told the Brunswick Planning Board on July 2 that a discovered water‑regulator vault on the property forces a redesign that reduces parking below the zoning requirement.
"We found the limits of the vault... it cannot move," said Kevin Mixon of PL Companies. The vault’s location requires a landscaped bump‑out in the existing parking area and removal of a few stalls; the plan as shown provides 20 spaces where 23 are required. Mixon said the team will seek a parking waiver and a zoning variance (rear setback and accessory structure setbacks) and attempt to secure an easement with the town if necessary.
The board discussed whether alternative layouts (parallel or angled stalls) could recover spaces and asked the applicant to show those options. The applicant said the current layout reduces impervious surface and improves stormwater by about 480 square feet, and that an easement with the town could be pursued to relocate or accommodate the vault.
The applicant also confirmed they had communicated about exterior lighting and would turn lighting off approximately one hour after close of business. The board noted the dumpster enclosure setback and requested coordination with the zoning board and the town building department; no formal vote was taken on the waiver at the July 2 meeting.
The applicant will proceed with a variance application to the Zoning Board of Appeals and coordinate with town staff and DOT for any driveway or signage impacts before the board considers formal site‑plan approval.
