West Whiteland OKs park sound permits, homeowner stormwater agreements and confirms $1.5M trail construction grant

West Whiteland Township supervisors on March 11 approved park event sound permits, stormwater agreements for two homeowner projects and acknowledged a $1.5 million grant intended for construction of a trail connection to Exton Park.
The board authorized sound amplification for three events after staff confirmed each organization provided permits and insurance: BAPS Charities’ charity walk-a-thon at Albert C. Miller Park on May 30, 2026 (9 a.m.–1 p.m.); the HEADstrong Foundation Fall Fest at Exton Park on Oct. 4, 2026 (10 a.m.–2 p.m.); and the Exton Malayai Association cricket tournament at Boot Road Park on June 27, 2026 (12:30 p.m.–8 p.m.). Motions were made and seconded by board members and approved unanimously.
Todd Greenawalt explained two property projects—503 Sunset Lane (building addition) and 606 Brookhill Road (deck and patio)—received variances from the Zoning Hearing Board requiring Stormwater Operation & Maintenance Agreements. The board approved homeowner-focused O&M agreements that still require an annual report to the township.
Capital and special projects Manager Justin Smiley reported the township received a $1.5 million construction-only grant for a trail connection to Exton Park; the township will apply by month-end for a separate engineering grant to complete project design.
Captain Matthew Deceder updated the board on police operations: the department’s migration to the Pathfinder records system is underway with 27 years of data being transferred and officers gaining in-vehicle access to records; traffic contacts year-to-date are up about 30%; and Sergeant Matthew Nissan will attend Northwestern School of Police Leadership part-time April through September. Operations Manager Jennifer Keller outlined Local Government Week activities planned for April 20–24, including a legislative breakfast, a mock Board of Supervisors meeting for students and a business networking event with the Exton Chamber of Commerce.
