Council adopts midyear appropriation and insurance renewals, approves donations policy and opposes HB 335

North Royalton City Council on June 17 adopted multiple ordinances and a resolution during its regular session, recording roll-call votes for each action.
Ordinance 25-100 (amending the original appropriation ordinance and transferring and making appropriations for the fiscal year ending Dec. 31, 2025) was presented, the rules were suspended by roll call, and the ordinance was adopted. Recorded roll call: Yeas: Six (Marnecheck, Barath, Krejci, Gorjanc, Webber, Wos); Nays: None; Excused: Nickell.
Ordinance 25-101 authorized the mayor and finance director to accept insurance proposals from Travelers Insurance and Selective Insurance Group for property, casualty, liability and cyber insurance for 2025–2026 "in a sum not to exceed $354,651." Council suspended the rules and adopted the ordinance by roll call: Yeas: Six; Nays: None; Excused: Nickell.
Ordinance 25-104 established a new section to accept donations specifically for the Office on Aging; the council suspended rules and adopted it by roll call with all present voting in favor. Resolution 25-105, a city resolution opposing House Bill 335 and urging the Ohio General Assembly to reject legislation that would eliminate inside millage and transfer local budget authority to county budget commissions, was adopted after suspension of the rules with a unanimous recorded vote of those present.
Ordinance 25-102 (tower lease amendment with Verizon) was placed on second reading. Sponsorship for Ordinance 25-103 (suspension of the nuisance abatement program) was withdrawn. Ordinance 25-80 (a proposed charter amendment limiting council members from serving in other elected or appointed public office) was retained on third reading pending the Collaborative Committee report.
Council recessed into an executive session per ORC 121.22(G)(3) at 8:09 p.m. to discuss imminent litigation, reconvened at 9:56 p.m., and adjourned at 9:57 p.m.
