West Whiteland approves stormwater plan, waivers for expanded Data Centers project

The West Whiteland Township Board of Supervisors on Feb. 25 unanimously approved a final land-development plan for stormwater facilities tied to an expanded Data Centers proposal in neighboring East Whiteland Township.
Planning Director John Weller presented the revisions, saying a previously approved 2024 plan required updates after the applicant proposed a larger building in East Whiteland. Applicant representatives — attorney Alyson Zarro, civil engineer Jack Robinson and environmental consultant Jennifer Fields — described a design that retains a primary basin and adds two rain gardens that will be maintained by the applicant.
Engineer Jack Robinson said the basin will be about 75 feet wide by 200 feet long and hold 8 feet of water with 6 feet of storage above. He said the rain gardens were sized for two-year storm events and are designed to allow larger storm flows to bypass them to protect plantings. Fields told the Board the six monitoring wells on the property would not be affected by an 8-foot excavation and that the U.S. Environmental Protection Agency completed a five-year review in 2024 and is collecting additional pollutant data.
Attorney Alyson Zarro said the applicant will comply with comments in the consultant review letters from Spotts, Stevens & McCoy and Theurkauf Design & Planning and noted the prior approvals and waivers granted in 2024. Supervisor Rajesh Kumbhardare asked that any EPA monitoring data be shared with the Township; consultant Fields said EPA posts its monitoring information publicly on EPA’s website and that the applicant is helping with data collection.
On a motion by Rajesh Kumbhardare, seconded by Libby Madarasz, the Board approved the plan as a Final Plan pursuant to the West Whiteland Township Subdivision and Land Development Ordinance and granted a set of waivers and conditions. Key conditions include landscaping to mitigate views from the Chester Valley Trail (limited to the maximum number of plantings allowable under the ordinance), installation and maintenance of any pest-control or mechanical aeration devices if the Township determines they are needed, execution and recording of a Stormwater Facilities Maintenance Agreement and a Landscaping Restrictive Covenant, execution of a Developer Agreement and Financial Security Agreement with security based on construction cost estimates, resolution of outstanding consultant and staff concerns, and payment of all outstanding Township invoices within 45 days of final approval.
The motion passed unanimously. The Board authorized the Township Manager to sign standard forms for the maintenance and developer agreements if no material revisions are made, and staff will work with consultants to confirm the financial security estimate and other remaining items before recording the required agreements.
