North Royalton council adopts solid-waste plan, approves truck purchase and $818,009 resurfacing contract

North Royalton City Council on June 3 adopted four emergency ordinances covering solid-waste planning, equipment procurement and roadwork.
Council approved Ordinance 25-95 to authorize the mayor to adopt the Solid Waste Management Plan for the Cuyahoga County Solid Waste Management District. The suspension of rules and the ordinance both passed on voice/roll-call votes, with all seven members voting in the affirmative.
Council then adopted Ordinance 25-96 authorizing the mayor to purchase one F‑450 one‑ton dump truck for the Wastewater Department, Stormwater Division, through the Ohio Department of Administrative Services cooperative purchasing program. The ordinance caps the purchase price at $110,550.00; Clerk of Council Helen Dunlap said she had the Certification of Availability of Funds. The motion to suspend the rules and the adoption each passed unanimously.
Ordinance 25-97 allows the mayor to enter a master cooperation agreement with Cuyahoga County Department of Public Works for pavement preventive preservation measures including crack sealing, striping and asphalt surface preservation. The council approved suspension of rules and adoption; the final roll call was six yeas and one abstention from Council President Paul Marnecheck.
Finally, the council accepted the low bid from Specialized Construction, Inc. for the Abbey Road and Akins Road resurfacing improvement projects and adopted Ordinance 25-98. The contract amount was approved not to exceed $818,009.82; the vote was unanimous.

Clerk Dunlap also reminded the council that boards and commissions have published meeting schedules at City Hall, 14600 State Road. Council President Paul Marnecheck opened and closed the meeting; the session lasted from 7:02 p.m. to 7:11 p.m.
The council retained Ordinance 25-80, a proposed charter amendment that would prohibit members from serving in any other elected or appointed public office, pending a report from the Collaborative Committee.
