Davis County approves CDBG, HOME and SSBG subrecipient agreements totaling roughly $1.5 million for 2026'27

Davis County commissioners voted to approve interlocal cooperation agreements and a package of 10 CDBG, HOME and SSBG subrecipient agreements for the 2026'27 program year, county staff said at the June 30 meeting.
Ryan Steinbeigle, who presented the items for community and economic development, listed the subrecipient agreements and dollar amounts that would take effect July 1, 2026, through June 30, 2027. The agreements include a CDBG waterline replacement with South Davis Water District for $165,000 and a CDBG waterline project with Woods Cross City for $180,000; $30,000 for Salt Lake Donated Dental Services; $50,000 for the Davis County Health Department's "Davis Links" project; $48,030 for Carr's Housing Stability and Self-Sufficiency project; a HOME critical home repair award to Habitat for Humanity of the Greater Salt Lake area for $200,000; a HOME Farm Meadows foundation stabilization award to Woods Cross City for $150,000; and SSBG awards including $37,500 for grief and trauma counseling to Grandview for Good, $37,500 to St. Ann's Lantern House for homeless shelter services, and $25,000 to Open Doors for tenant-landlord mediation.
"This was not just a decision by a couple people; it was a committee," Steinbeigle said, describing an exhaustive review and scoring process. He told commissioners there were 17 public-services requests totaling more than $1 million, and infrastructure and housing requests that exceeded $2.5 million while roughly $1.5 million was available to grant, making funding decisions difficult.
A commissioner moved to approve items 3 and 5, a second was voiced and the board approved the interlocal agreements and the 10 subrecipient contracts by voice vote.
Also on the same agenda, commissioners approved an in-kind exclusive service provider agreement for Western Sports Park with More Than A Sport Photography. That 12-month agreement beginning July 1, 2026, grants the county rights to use event photos produced by the vendor on the county's website and social media.
The approved agreements formalize the county's subrecipient relationships and enable allocation of federal CDBG, HOME and state SSBG funds for water infrastructure, housing stability, homeless services and counseling in cities across Davis County. The county will proceed with executing the contracts and disbursing funds under the timelines presented by staff.
