Byron council approves CD placement, vehicle replacement, two annex covenants and construction contract

The City of Byron Mayor and Council unanimously approved a package of routine financial and operational measures at their July 14, 2025 meeting.
The council voted to keep five to six months of operating funds plus 20% for day-to-day business and place remaining funds in five-month Certificates of Deposit at Colony Bank at a 4.0% annual yield after a motion by Councilmember Chris Hodges and a second by Councilmember Michael Chumbley. The council also ratified a prior committee decision to replace a totaled police vehicle; that ratification was moved by James Richardson and seconded by Rusty Adams.
Council approved two separate covenants to annex property for the purpose of obtaining city water service: one for property at 2080 Moseley Road (tax map 045 045), requested by Jeffrey L. and Linda S. Morrow, approved on a motion by Chris Hodges and seconded by Alan Dorsey; and one for property at 482 Burnett Road (tax map 045 066 B), requested by David Lugo Ramos, approved on a motion by Chris Hodges and seconded by Rusty Adams. Both motions passed unanimously.
The council also approved the recommendation of award for the Dunbar Court Improvement Project, authorizing the Mayor to execute all documents with Reeves Construction Company. That motion was made by Chris Hodges and seconded by Michael Chumbley and carried unanimously.
A separate resolution authorizing the use of a standardized subcontractor agreement (discussed later on the agenda) was also approved during the meeting. The council entered a closed session under O.C.G.A. 50-14-2 to discuss pending or threatened litigation and real estate acquisition and returned to open session before adjourning.
