Joe Fitzgerald, who presented the draft, told the committee the RFP is intended to produce a concise feasibility report with financial modeling and “a minimum of two to a maximum of three different designs,” including one option that works within the existing footprint and other options that include expansion or additional features. Fitzgerald said the deliverables should include preliminary cost estimates, phasing strategies and public-facing materials that can support a referendum narrative.
Committee members asked the consultant and staff to make the RFP language explicit about replacement versus mere repair; several members said they want proposals that clearly evaluate full replacement or expansion rather than short-term fixes. The group agreed to instruct staff to revise those sections before the RFP is released.
A motion to send the draft RFP back to city staff for amendment and finalization through the city's legal office was made, seconded and approved. The minutes record the motion as moved by Leggett and seconded by Ridge; the roll call as read in the transcript captured votes of Guerrero, Castaneda and Ruiz in favor and the chair announced the motion as passed.
