Staff: city council approved modified $2.997 million Measure K roadway package; project to go to bid in January

City staff told the Measure K Oversight Committee Oct. 27 that the city council on Oct. 21 approved a modified Measure K roadway improvement option with an estimated cost of $2,997,000, above the committee's roughly $2.5 million recommendation.

A staff member said the additional cost will be covered by general fund reserves and roadway impact fees, noting there are about $400,000 in roadway impact fees available. The staff member said a map in the agenda package shows the approved roadways and the types of improvements planned at each location.

Staff said the city intends to put the project package out to bid in January and expects work to begin in spring, adding that the bid timing is intended to avoid contractors' busiest summer months and to obtain better pricing.

Vice Chair Lindstrom asked specifically about Airport Road, noting the planned improvements stop short of Church Street. The staff member said completing Airport Road to Church Street would exceed the council-approved budget and that the council sought to spread improvements across multiple roads. Lindstrom also asked whether waterline and storm-drain replacements along Church Street are required; staff said those segments are not scheduled for the next five years and offered to confirm whether the unaddressed section is classified as a 'reconstruct' and to consult the public works director and follow up by email.

Because the council approved the modified option on Oct. 21, the committee was presented the item for information rather than action. Staff said they expect additional engineering expenditures to appear in the next quarterly report prior to bidding.
