Staff explained the change aims to better align funded work with the city’s economic‑development strategic plan and to allow applicants to seek preapproval so projects can be executed with clearer expectations. The program will remain a reimbursement model—applicants must complete projects, submit receipts and provide deliverables before being reimbursed.
Council discussed concerns that preapproval might lead applicants or the city to assume funds are guaranteed and stressed that budgets must not rely on expected TOT reimbursements. Council also directed staff to require that any public materials produced with grant support adhere to the city’s branding guidelines and color palette to ensure consistency.
The council voted to create the TOT grant program and guidelines; staff said a committee review was omitted from the draft because committee members might be applicants in the future and that staff will prepare application rules and branding guidance.
Next steps: staff to prepare final grant guidelines, application materials, and branding standards for the program website and to implement the reimbursement grant process.
