At the Oct. 21 meeting the council accepted and filed a privately negotiated assignment and transfer of 340 equivalent dwelling units (EDUs) between Lewis Investment Company LLC and Encore Liberty LLC for capacity in the Northwest Wastewater Treatment Plant service area.
Miss Paul reported that the transfer was executed under a purchase agreement dated April 22, 2025, and amended on June 17, 2025, and that the transaction is administrative and does not increase the city's total available EDUs. Council moved to accept and file the notice of transfer; the motion passed unanimously with the members present voting yes.
Staff said the transfer facilitates continued development within the Liberty/Grama Ranch area by reallocating existing sewer capacity between private parties; no changes to city capacity totals were made by the transaction.
