Staff proposed—and council approved—a $500 per individual or entity contribution cap. Councilors discussed whether to include a total campaign limit; the body directed language tying the overall cap to the state limit (AB guidance), which is currently $5,900 and will be incorporated into the ordinance as “$5,900 or as may be amended by state law.”
Council and public commenters debated whether contribution limits or increased council compensation better reduce barriers to service. Several council members also asked that the city clerk forward any apparent reporting violations to the Fair Political Practices Commission (FPPC) in addition to notifying the candidate or committee.
Staff clarified that the $500 limit applies to third‑party contributors and entities; personal self‑funding by a candidate is treated separately under state rules and was not altered by the local ordinance. The council voted unanimously to approve the ordinance as modified and to direct staff to return with the formalized language for second reading.
Next steps: staff will redact the ordinance language to reflect per‑contributor limits, the state total cap reference and FPPC notification and will prepare the second reading for a future meeting.
