Rio Vista council accepts clean audit, approves electric pickup purchase and adopts blue logo palette

The Rio Vista City Council on Dec. 16 accepted a clean audit for the fiscal year ended June 30, 2025, authorized a grant‑funded purchase of an all‑electric 2026 Ford F‑150, accepted the Rio Vista Community Pool replaster project as complete, and selected a deep blue as the city’s primary logo color.

Audit: Justin Williams, audit partner with the firm that conducted the audit, presented the FY2024–25 results and told the council the firm issued an unmodified (clean) opinion with no material weaknesses or significant deficiencies and only a minor immaterial payroll accrual. “This is really impressive,” Williams said, noting no audit adjustments and generally sound internal controls. Jen Lee clarified that the combined governmental fund balance reported for June 30, 2025, is $29,887,519 and that about $982,653 of the general fund increase included one‑time items (roughly $400,000 from Measure K first‑quarter receipts and a mature CD that boosted interest income). Council and staff discussed that several business‑type funds (water, sewer and Northwest wastewater) showed a negative change in net position as of June 30, 2025, and staff said rate increases effective July 1, 2025, are intended to address those deficits.

Fleet purchase: Council voted to accept an air‑quality grant to purchase an all‑electric 2026 Ford F‑150 for city fleet use. Council members asked staff to confirm whether the originally proposed model had been discontinued and what that would mean for warranties, rebates and service; staff said they would follow up. The motion passed on a unanimous roll call vote.

Pool project: Staff reported the community pool replaster and repair project was completed under budget by $32,000 and included additional tile work around pool return vents to slow future deterioration; the council accepted the notice of completion by roll call.

Logo colors: After a presentation from Chen Design Associates and public comments both for and against multi‑color use in the mark, the council approved a resolution adopting the primary color palette and typography and selected Option 2 — a deep blue (PMS 2186 direction) — as the city’s primary color palette by a 4‑1 roll call vote. Supporters said the blue speaks to the river and water‑based recreation; opponents preferred a multi‑color or green direction.
