Mashpee CPC backs $350,000 diagnostic study of John’s and Moody Ponds

The Mashpee Community Preservation Committee voted June 16 to recommend $350,000 for a diagnostic study of John’s Pond and Moody Pond to help pinpoint sources of phosphorus loading and guide future restoration work. The committee conditioned approval on administration of the study by the town’s water‑quality coordinator, Ashley Fischer.
Fischer told the committee the diagnostic assessment will collect baseline data over a two‑ to three‑year period to capture seasonal and interannual variability and to measure pond conditions before sewering work is implemented. That baseline is intended to make it possible to compare pond conditions before and after sewering and to identify whether phosphorus comes from external runoff, failing septic systems, or internal loading from sediments.
Fischer said the consultant scope will include watershed‑scale analysis, land‑use assessment and recommendations such as vegetated buffers, swales or other external improvements the town could pursue. She noted one concern in John’s Pond: “we see consistent background levels of microcystin,” a cyanotoxin, and the committee asked consultants to include fish‑tissue analysis and coordination with state agencies if needed.
Committee members pressed on timeline and expected outcomes. Fischer cautioned that while septic decommissioning and sewering can reduce some inputs, legacy phosphorus stored in sediments can take years to decline; direct runoff improvements may be observed sooner than groundwater improvements. She also said that the diagnostic will clarify whether properties not included in the current sewer phase should be added to later phases based on measured contributions.
The committee discussed procurement and administration: the town will issue an RFP, and consultants unable to perform specialized analyses would be expected to subcontract them. Two letters of support for the study — from the town’s environmental oversight group and the conservation commission chair — were reported to the committee.
Next steps: the committee will recommend the appropriation at the upcoming town warrant; funds will not be released until required documents and administration arrangements (through the water‑quality coordinator) are in place.
