Urbana council hears first reading of tentative three-year Teamsters contract

On Nov. 5, 2024, the Urbana City Council held the first reading of Ordinance 4391-24, a proposed three-year collective bargaining agreement between the City of Urbana and the City of Urbana Service Divisions Public Employees of Ohio Teamsters, Local No. 284.
Director of Administration Kerry Brugger said the city and the union reached a tentative agreement that the union ratified Oct. 25. "The goal of the wage scale is to attract quality employees and but also ensure retention," Brugger said while outlining step-by-step changes to the base pay scale. The agreement covers employees in public works, streets, sewer and water.
President Pro Tempore Bean moved the ordinance onto the floor for discussion; Council Member Thackery made the motion and Ms. Jumper seconded. Brugger told council that employees with more than 20 years of service would remain on the last wage tier under the proposed scale. When Council Member Mrs. Bean asked whether sick leave factors into overtime or comp time calculations, Director of Finance Chris Boettcher replied that "sick leave was calculated on overtime, but not comp time." President Pro Tempore Bean declared the ordinance to have had its first reading.
The ordinance requires three readings before final action. Council did not take a final vote on the contract at the Nov. 5 meeting; the measure will return for further consideration at a subsequent session.
