Urbana council opens readings on new contracts for service, fire and police unions

The Urbana City Council on Nov. 19 heard first readings of several collective bargaining agreements covering city service divisions, firefighters, captains and lieutenants, and police patrol officers and sergeants.
Administration described the contracts as efforts to keep pay competitive and to reduce turnover and the cost of repeated recruitments. The Service Division agreement (Ordinance 4391‑24) had its second reading at the meeting after the union ratified terms; the annual appropriations resolution (2433‑24) was also discussed as part of budget planning.
For the firefighters’ contracts, staff said wage tiers and temporary higher‑level pay rates were part of the negotiated terms; the food allowance that had been in a prior firefighters’ contract was removed under the new terms. Police contracts were negotiated jointly for patrol officers and sergeants; staff noted the patrol division is approximately three officers short and that the current contract draft could include fitness requirements at future readings if council wants to pursue that option.
Council members asked for accessible staffing and compensation data; Director of Finance Chris Boettcher said requested public records had been provided to a council member previously and that other members could request the same information from the finance office.
No contracts were adopted at the Nov. 19 meeting; ordinances were at first or second reading as required by charter.
