Urbana advances North Main Street Corridor Plan; city frames it as a 10–15 year guide

Jackie Yeoman of Burton Planning presented the North Main Street Corridor Plan to council, describing a planning process that included a steering committee, community surveys and open houses.
Yeoman said the plan is intended as a long-range guide, with a 10–15 year horizon: "I expect slow progress right away but in after those ten to fifteen years, hopefully the City can say 'we see it'." Mr. Crabill reiterated that the plan would not require immediate city-led action but would provide a framework private buyers and developers can follow.
The Planning Commission recommended adoption in May. Council conducted a second reading of Ordinance 4609-24 on July 16, 2024; staff and council members had no additional comments during the second reading. Adoption will require the remaining readings and any required procedural steps before becoming the city's official planning guide.
Council members asked clarifying questions about properties in the corridor that may already have nonconforming uses; staff said the plan's recommendations rely on existing code tools and incentives rather than immediate rezoning actions.
