Urbana council advances ordinance to vacate unimproved Richmond Street

Council President Paul opened and then closed a public hearing on a petition to vacate an unimproved portion of Richmond Street and later declared the ordinance to have had its second reading.
Mr. Bumbalough (staff member) told the council the vacation would remove a platted street segment of about 0.180 acres and complete a full vacation that the petitioner could not finish in 2023. He said the request is "mainly for clean-up" and that private utilities cross under the area.
Council Member Bean noted that when she visited the site it appeared people living in the adjacent apartment complex use the vacated area for parking. No members of the public spoke during the hearing.
The ordinance (Ordinance 4608-24) remains at second reading after the hearing; staff and petition documents list Bryan S. Hunt as counsel and Urbana Ohio Investors Group 2, LLC as the petitioner. If adopted after the remaining required readings, the vacation would remove the unimproved platted right-of-way and allow adjacent property interests to consolidate or otherwise clarify property boundaries.
The council did not take a final vote on the ordinance during the July 16 meeting; the matter will return for subsequent readings as required by local procedure.
