Town staff summarized prior work: the Town contracted UMass Dartmouth’s School for Marine Science to analyze nutrient and sediment cores and calculate alum dosing; staff completed permitting with Natural Heritage and the Massachusetts Department of Environmental Protection; the town will share 50% of costs with Joint Base Cape Cod for remediation of legacy phosphorus sources. Solitude managed the prior two treatments and submitted the lowest acceptable competitive bid, according to staff.
Staff said the dosing assessment and permitting took time and that targeting a fall treatment (before stratification) is important because treating during summer stratification would reduce effectiveness and could be a waste of funds. A board member observed that the goal is to limit legacy phosphorus runoff on the watershed and coordinate with planned sewer and extraction well projects that aim to reduce phosphorus inputs.
The board unanimously approved awarding the Phase‑2 contract to Solitude Lake Management and confirmed follow‑up on contract details and scheduling.
