Select Board approves Eversource, Verizon utility work on Echo Road and Route 151 with DPW conditions

The Mashpee Select Board unanimously approved two separate utility petitions at its June 22 meeting: a petition from Eversource to install approximately 60 feet of conduit under Echo Road to serve 73 Echo Road (petition No. 23612235), and a joint petition from Eversource and Verizon New England to install 17 new midspan poles on Nathan Ellis Highway (Route 151) to improve system reliability (petition No. 23201764).
Eversource representative Jessica Elder said crews would bore or mill under Echo Road with minimal disturbance and would connect a customer handhole to 73 Echo Road. Town DPW had provided recommended conditions; the board attached standard DPW conditions requiring immediate notification and permitting if a pavement cut becomes necessary, and coordination with DPW for restoration.
For the joint petition on Route 151, the board accepted seven DPW conditions including: no work between Memorial Day and Labor Day, a traffic‑management plan and schedule submitted at least 14 days before start, maintenance of two‑way vehicular traffic (or altered traffic controls where necessary), proper sidewalk signage and closures as needed, contractor responsibility for repairing any damage to sidewalks or town infrastructure, turf restoration (loam and seed), and proof of insurance listing the town as an additional insured. The board specified the conditions would apply to other utilities when lines are moved to the new poles. The motion to approve the joint petition passed unanimously.
Town officials emphasized that while the board can recommend conditions, the state has final permitting authority and may proceed differently; nevertheless, the board sought to limit daytime work during the busy summer period and require strict restoration and traffic safeguards.
The decisions require Eversource/Verizon to provide the required traffic‑management plan, restoration schedule, and certificates of insurance before work begins.
