Votes at a glance: University Heights council approves Black History Month resolution, appointments, contracts and ordinances

At its Feb. 3 meeting University Heights City Council approved a series of routine motions, confirmations and ordinances. All recorded roll-call votes were unanimous among council members present.
Resolution 2025-03 Recognizing and Celebrating Black History Month 2025 (motion by Ms. Marshall, seconded by Mr. King) was read into the record by Mayor Brennan and adopted. The resolution cites 2025’s theme, "African Americans and Labor," and was approved as an emergency measure to be effective immediately.
Council confirmed the mayor’s appointments to boards: Mr. Mark Morris, AIA, to the Architectural Review Commission (motion by Mr. Rach; second Ms. Weizer), Mr. Timothy Loyd to the Board of Zoning Appeals (motion by Mrs. Weiss; second Ms. Marshall), and Mrs. Kelly Jablonski to the Board of Zoning Appeals (motion by Mrs. Weiss; second Mr. King). All confirmations passed by roll call.
Council approved the 2025 renewal contract with Cleamons Nelson and Associates for human-resources consulting (motion by Ms. Weizer; second Ms. Marshall), adopted Ordinance 2024-89 amending the criminal code section on nuisance animal conditions (motion by Ms. Weizer; second Mr. Cooney), and adopted Ordinance 2025-01 amending the Streets, Utilities and Public Services Code for special collections (motion by Ms. Marshall; second Ms. Weizer). The Saybrook Water Main project reconciliation was approved to reimburse Cleveland Water up to $52,652.34 (motion by Ms. Weizer; second Mrs. Weiss).
Ordinance 2025-02 (apartment building registration, permit and inspections) was placed on first reading; it proposes scaled registration fees by building size and a phased inspection schedule (one-third of units inspected per year).
Motions to approve prior meeting minutes for Dec. 16, 2024, Jan. 6, 2025, and Jan. 21, 2025 were all approved without correction.
