Mashpee planner incorporates Cape Cod Commission feedback into draft comprehensive plan; board insists on flow‑neutral bylaw language

Brian, the town planner, told the Mashpee Planning Board on June 17 that the Cape Cod Commission had provided four pages of feedback on the town's Local Comprehensive Plan (LCP), and that only two of those items were formal requirements. He said he had incorporated most suggestions and proposed an added paragraph tying the town’s growth management policy into the commission’s regional policy plan: "Development should be concentrated in areas with sufficient infrastructure support, including among others those areas along the town's sewer project and with sufficient traffic capacity," Brian said.
Board members focused discussion on local constraints and equity. One member urged the plan to explicitly address displacement risks for indigenous and long‑term residents. "We want to avoid gentrification of our current residents," a board member said, asking for language that protects indigenous residents from displacement. The planner proposed revising the housing language to read that housing efforts should focus on year‑round use for seniors, working people and to avoid gentrification of current residents.
Members also pressed to incorporate the town's flow‑neutral bylaw into the growth paragraph so that infrastructure language reflects Mashpee's wastewater limits. "Concentrating development in areas with sufficient infrastructure support and in compliance with the town's flow‑neutral bylaw," several board members recommended adding to the paragraph.
Separately, the planner said he had addressed numerous technical suggestions from the commission across natural‑resource and transportation sections — including small wording changes to incentivize low‑impact development, a partnership sentence with the Mashpee Water District to identify potential public water supply areas, and restoration of bicycle references in transportation policies. He also said he added language tying certain transportation changes to a pending traffic‑study grant application.
Board members asked for clarification of the source of an "identified historic structures" table and suggested the historical commission provide a short side‑box describing the town archives and key historic assets. "That should come from the Historical Commission," one member said; the board agreed to ask the commission to respond on zoning‑district options and the archive description.
The board set a public hearing on the LCP for July 1 and placed the LCP on the town meeting warrant for July 13. After town meeting, the planner will present the adopted plan to the Cape Cod Commission.
