Council approves 2025 street repair program after budget and prioritization debate

University Heights City Council approved the 2025 Street Repair Program on Feb. 3 after members and staff discussed project prioritization, budget estimates and the city's long-term pavement needs.
City Engineer Brenda Mockbee told council she and staff narrowed an initial list to a top set of streets and prepared cost estimates. Finance Department staffer Mr. Kennedy said the construction portion of the selected program is estimated at $561,350 and that adding 10% for engineering and administration produced an estimate of $617,485.
Council members pressed for a coherent, citywide prioritized street inventory. Councilor John Rach noted the city has roughly 32–33 miles of streets and said "we may have to look at doing more street versus curb," urging a multi-year plan rather than small, scattered fixes.
Mr. Kennedy explained that Fund 200 (Street Construction Maintenance and Repair) derives revenue from motor-vehicle-license taxes, gasoline taxes and registration fees, and that any expansion beyond net annual proceeds would require an advance or a transfer from the general fund.
After discussion, a motion by Mr. Rach, seconded by Mr. Cooney, to approve the 2025 Street Repair Program passed on a roll-call vote with all council members voting "aye."
