Council placed Ordinance 2025‑01 on first reading on Jan. 21 to amend Section 1064.07 (Special Collections). The proposed changes raise the standard bulk‑collection fee to better cover city costs while retaining a $10 charge for senior residents after a council amendment. Committee discussion had shown the revised fee still subsidizes part of the service but reduces the city’s out‑of‑pocket cost.
Service Director Allen Pennington told council extreme cold prompted a one‑day delay to trash collections for the week: Tuesday routes moved to Thursday, Wednesday to Friday and Thursday to Saturday. Mrs. Sheri Sax reported progress on the city’s composting program presented by Rust Belt Riders and said participation was increasing; the city’s first recycling audit (conducted with contractor MURPH/Waste Management) showed about a 10% contamination rate that staff plans to address with public education.
Council will hold further committee meetings to finalize fee schedules and implementation details.
