Urbana council adopts North Main corridor plan, vacates Richmond Street and approves codified ordinance updates

At its Aug. 6 meeting, the Urbana City Council unanimously adopted the North Main Street Corridor Plan, passed an ordinance vacating an unimproved portion of Richmond Street, approved codified ordinance replacement pages, and accepted the County Budget Commission tax amounts and rates.
The Urbana City Council unanimously adopted a set of planning and housekeeping measures during its Aug. 6 regular meeting, including the Urbana North Main Street Corridor Plan, an ordinance vacating a short unimproved segment of Richmond Street, adoption of updated codified ordinance pages, and the annual tax certification resolution.
Council approved Ordinance 4609-24, adopting the North Main Street Corridor Plan as an official planning guide. Community Development Manager Doug Crabill told council the planning process began in June 2023; the corridor extends along North Main from Washington/Gwynne up to the Airport. Planning Commission approved the plan on May 28, 2024. Mr. Thackery moved the ordinance for council consideration, Mrs. Collier seconded, and the measure passed on a 7–0 roll-call vote. Crabill said staff will begin working through the plan’s recommendations after adoption.
Council also adopted Ordinance 4608-24 to vacate a 20-foot unimproved portion of Richmond Street that cuts through Lionel Drive apartments. Mrs. Bean moved the item and Mr. Thackery seconded; Crabill said the petitioner revised the prior 2023 request and the Planning Commission approved the vacation on May 28, 2024. Roll-call on the ordinance was 7–0.
The council approved Ordinance 4474-24 to adopt replacement pages updating the city's codified ordinances. Director of Law Mark Feinstein said the city contracted Walter Drane, now part of American Legal, to provide updates that reflect City legislation and state code changes (for example, traffic code updates). Feinstein said some replacement pages had not yet taken effect because they had not been published and noted the city was considering moving to quarterly updates. Mr. Thackery moved the item and Mrs. Collier seconded; council voted 7–0.
On fiscal housekeeping, council passed Resolution 2430-24 accepting amounts and rates as determined by the County Budget Commission and authorizing tax levies. Director of Finance Chris Boettcher explained the County Auditor supplies the numbers and that disbursements to the city occur twice yearly. Mrs. Bean moved the resolution, Mr. Thackery seconded and the resolution passed 7–0.
During department reports, Mrs. Collier said the Safety Committee meeting was moved to Aug. 14. Fire Chief Dean Ortlieb reported Urbana Fire Department completed its fair duties after roughly a month of preparation. Doug Crabill announced a Heritage Ohio downtown visit scheduled for Oct. 8–9, including a public hearing Oct. 8 at 6:00 p.m., and noted Urbana was named an Ohio Magazine "Best Hometown" for 2024–2025. Ms. Truelove raised continuing concerns about truck traffic on Oakland Street and said she would follow up with Chief Lingrell.
The council adjourned at 6:23 p.m.; its next regular meeting is scheduled for Aug. 20, 2024, at 6:00 p.m.
