Urbana preliminarily agrees to ODOT paving of State Route 55; city share estimated at about 20%

Urbana City Council approved Resolution 2699-24 on Oct. 15, authorizing preliminary approval to participate with the Ohio Department of Transportation on a planing and resurfacing project for State Route 55 (PID 111949) from the western corporate limits to South Main Street/US 68.
City Engineer Tyler Bumbalough told council the most recent paving on that stretch was in 2012–13 and the scheduled work would occur in 2026. He said the City’s preliminary participation would be about 20% of the cost; a low-end estimate for the city’s share was $80,000–$90,000. Bumbalough also said the project would likely include installation of a new, more sensitive loop detector and camera readjustment at the apron with US 68.
Mr. Thackery moved to bring the resolution to the floor, and Ms. Jumper seconded. Council approved the resolution by roll call vote (Mr. Davis, yes; Ms. Truelove, yes; Mr. Thackery, yes; Mrs. Bean, yes; Ms. Jumper, yes; Mr. Scott, yes), 6-0.
The resolution represents the council's preliminary agreement that the project is necessary and that Urbana will participate in the cost; final project costs and formal agreements will be determined during ODOT’s design and contracting phases. Bumbalough characterized the action as the typical notice from ODOT requesting municipal concurrence to proceed with the planned resurfacing.
Council did not vote on a specific dollar appropriation at the Oct. 15 meeting; the $80,000–$90,000 figure was provided as an early estimate.
