Council discussion centered on the scale of the work and the condition of the system. Staff described root intrusion and joint gaps as primary causes of reduced pipe capacity and estimated parts of the system could require about 8,000 feet of lining; the work will include lining full pipe lengths from manhole to manhole and at least one spot repair that requires excavation before lining. The engineer said most manholes are in decent shape, with some needing adjustment, and that televising work already completed helped prioritize repairs.
Members also reviewed the project’s budget position. Staff reported recent payments (recorded in the meeting discussion as $12,562 and $5,283) and a remaining balance that will be reduced by televising and engineering costs; staff said they expect a reimbursement request to Johnson County to be processed in mid‑December, which will affect net fund availability. A council member asked about an $18,363.50 claim from law firm Dorsey Whitney; staff said that invoice related to professional services for the sanitary‑sewer SRF loan and bond proceedings.
The measure to contract with HR Green (Resolution 78‑2024) passed by roll call vote. Councilmembers emphasized prioritizing the most critical pipe segments (levels one and two) if funding requires narrowing the work this year. Staff will return with bid documents and scheduling details.
