Swisher council approves $132,695.50 sanitary sewer pay application, accepts pavement project, tables bond repurposing

The Swisher City Council approved several formal actions at its Nov. 11 meeting, including a payment to a contractor on the sanitary sewer project, acceptance of a pavement rehabilitation contract, and the withdrawal of a pending property purchase contract after an engineering inspection.
By motion of Kody Pudil and second of Curt Cline, the council approved Resolution 71‑2024 accepting Pay Application No. 7 from Dave Schmitt Construction Co., Inc., Cedar Rapids, for $132,695.50 covering work through Oct. 31, 2024 on the city’s sanitary sewer project. The roll call recorded Cline, Hynek, Pudil and Stagg voting aye.
Council also voted to withdraw/terminate the purchase contract on 122 Rose Ave SW after HR Green’s structural engineer flagged bracing and roof concerns for the building’s front portion; the motion to withdraw was made by Daryl Hynek and seconded by Curt Cline and passed unanimously.
On a separate action, motion by Pudil and second by Stagg approved Resolution 73‑2024 accepting the 2024 Swisher Pavement Rehabilitation Project as completed by Kluesner Construction, Inc.; the vote was unanimous among members present.
The council discussed using remaining Division Street bond proceeds for downtown parking improvements but tabled action on Resolution 72‑2024 pending advice from the city’s bonding attorney on whether bond proceeds can be repurposed or whether legal changes to the bond proceedings would be required. The motion to table was Pudil, second Cline and passed unanimously.
Council also approved Resolution 74‑2024 authorizing the City Clerk to write off a utility account as uncollectible (motion Pudil, second Stagg; Cline, Hynek, Pudil, Stagg — aye).
