Torrington opens public hearing on $110,000 TAP planning grant for Grassroots Trail upgrades

TORRINGTON, Wyo. — The Torrington City Council opened a public hearing June 16 on a Transportation Alternatives Program (TAP) planning grant to improve the Grassroots Trail from Jordan Park to Thornton High School.
Buildings and Grounds Superintendent Dennis Estes said the planning grant request is for $110,000 and would fund trail design work for roughly 3,500 feet of path, curb and ramp ADA upgrades and a planned widening to an eight-foot path in older sections. "This is the planning phase," Estes said. If the planning work is approved and completed, the city would then pursue a construction grant in a later phase.
Rotary representatives and a consultant with prior experience on similar local trail projects addressed the council during the presentation. Public commenter David Marquis supported the project but asked whether lighting would be included in upgrades; Estes said the city is looking at low-level lighting for some segments and will try to include it in the grant if feasible.
The council closed the public hearing and directed staff to include public comments in the grant submission before the end-of-June deadline. No final construction decision will be made until later phases if the planning grant is awarded.
