Staff reported the proposal would produce small craft items and furniture and sell surfaced lumber (S4S) on site; the applicant would live on the property and construct a 24‑by‑24 accessory structure with an attached pole barn for the shop. Staff recommended approval with conditions to reduce impacts, including landscape buffering, limits on outdoor operations, restrictions on signage, limits on hours of operation and driveway improvements.
Commissioners discussed neighbor concerns about a potential sign and about noise from woodworking equipment. One commissioner asked staff to present the Board of Supervisors with two signage options — the condition in the packet (up to 7 ft high) and an alternate smaller sign option for administrative handling — and staff said it could provide both sets of conditions. Staff noted noise regulation is handled under the police code and zoning cannot easily enforce decibel standards; landscaping and indoor operation of equipment were discussed as mitigating factors. The commission moved and voted to recommend approval with conditions and the suggestion that the Board consider the alternate sign sizing.
The recommendation will be transmitted to the Board of Supervisors, which will decide final permit conditions. Staff noted a neighbor had submitted concerns, and the commission discussed limiting outdoor operations and ensuring operations occur inside the enclosed structures as permitted.
