Planning Commission backs reorganization and tightening of landscape rules

On July 1 the James City County Planning Commission voted to recommend that the Board of Supervisors approve ORD‑26‑0006, a reorganization and set of amendments to the county’s landscape ordinance intended to improve clarity, add definitions and plant‑health standards, and provide more flexible compliance options.
Staff said the revision gathers landscaping requirements that were scattered across the ordinance into a logical order, raises the square footage per tree and shrub to promote healthier mature landscape areas, adds native‑plant guidance and provides implementation diagrams. "Some of the major changes are the inclusion of landscaping requirements that are currently spread throughout the ordinance in different zoning districts ... and added definitions," staff said.
Commissioners praised the clearer ordering, the intent language that explains policy goals, and illustrations that make the text easier to apply. One commissioner noted the revised language makes it easier to apply landscape requirements to small projects and to incorporate stormwater‑sensitive measures like rain gardens. The commission voted unanimously to recommend the draft ordinance to the Board of Supervisors for approval.
