Committee members discussed workforce shortages and civil service constraints that inform how the county can train and promote staff. According to staff, the measure formalizes on-the-job training and succession planning; staff also said one currently employed individual has indicated interest in becoming the county’s crane operator.
Ricky moved the request to create and fill the position; Whitney seconded, and the motion carried. Committee members discussed that funds are available because of multiple open positions and that the title is new and being added to the staffing plan.
Staff described the position as part of a broader effort to create advancement pathways and to ensure the county can refill frontline roles when employees retire or leave.
