Officials raise flooding concerns in Canisteo and Houghton; trees and substation cited

A committee member asked Scott, the Soil and Water representative, about flooding that affected the town of Canisteo and the village of Houghton during the July 1 meeting.
Scott said staff had inspected multiple sites, that the RG&E substation near Houghton "actually impacted the flooding across the road," and that trees and debris in a creek upstream of a nursing home should be removed to reduce the risk of plugged bridges. He also said some areas may lie in a flood plain, which would limit what the county can do without further study or permissions.
"We have to do some more work on that area," Scott said, noting staff were waiting for a landowner to contact RG&E and that additional fieldwork would be required.
Members said homeowners had reached out to them and that county staff are handling many similar water problems across Allegany County. The meeting record shows no immediate commitments for emergency assistance or funding decisions; staff described next steps as inspection, landowner contact with RG&E, and removal of obstructing trees if feasible.
The committee did not receive or record any reply from RG&E at the meeting.
The committee will continue site work and follow up with the landowner and utility as appropriate.
