Planning commission forwards Bluffton’s FY2027 CIP priorities to town council

Pat Rooney, the town’s manager for the Capital Improvements Program, presented the Town of Bluffton’s proposed FY2027 CIP project list and asked the Beaufort County Planning Commission to forward staff-recommended priorities to Bluffton Town Council.
Rooney told the commission the staff list groups projects as priority 1 or 2 and noted that many projects carry forward across fiscal years. He said the staff’s priority‑1 list included: a second pavilion at Oscar Frasier Park (design complete and out to bid), Rotary Center community center renovations (bathrooms, windows/doors and insulation), a full HVAC replacement at the law enforcement center, expanded restrooms at Oscar Frasier Park (roughly two to two‑and‑a‑half times the current number of toilets), New Riverside Barn Park Phase 3 site work to address drainage and low‑maintenance paving, and advancing the Holly Hill Connector Road as a joint project with Beaufort County and Village Park Homes.
“These projects are recommended to fulfill initiatives established in a strategic plan, or comp plan, or any other adopted plans or neighborhood plans,” Rooney said during his presentation and pointed commissioners to the town’s online capital improvement dashboard where project maps and details are posted.
Rooney told commissioners that three additional impervious‑area restoration projects tied to the May River watershed action plan (one in Fritchardville and two in Buckwalter) are currently staff priority 2 because memoranda of agreement with the Beaufort County School District remain outstanding; he estimated construction for those sites would likely be in 2028–29 if agreements are finalized.
After brief comments and no substantive changes proposed by commissioners, a commissioner moved to adopt the staff-submitted FY2027 prioritization and another commissioner seconded. The commission voted to forward the recommendation to Bluffton Town Council; the motion passed unanimously.
The commission’s action is advisory — Bluffton Town Council will consider the recommendation when it sets final CIP priorities for the FY2027 budget.
