Corwin council reviews second reading of property-maintenance amendment defining 'unfit' buildings

The Corwin Village Council reviewed the second reading of a modification to the village property-maintenance code intended to clarify when buildings may be declared unfit for habitation.
Solicitor Richards explained that the revision to Chapter 17.40.1 provides definitions and procedures "for the designation of buildings, structures, or property as being unfit for human habitation or use, unsafe, in disrepair, or a general nuisance," and that the measure is intended to address immediate health and safety concerns and be retroactive upon passage. Richards said much of the language was adapted from code previously passed by the city of Columbus.
Clerk-Treasurer Debra R. Femmer told the council that an ordinance reflecting the discussed modification will be presented for passage at the Nov. 11 meeting, giving property owners an opportunity to bring properties into code compliance before enforcement actions are taken.
Why it matters: the amendment sets the village’s standards and process for declaring properties unfit, which affects property owners, neighbors and enforcement practice. No final vote occurred at the Oct. 14 meeting; the council scheduled the ordinance for consideration at its Nov. 11 meeting.
