Corwin council approves OPWC grant application, OKs emergency $8,120 street repair

Corwin Village Council on Aug. 29 approved a resolution to seek an Ohio Public Works Commission (OPWC) state capital improvements fund grant for the Corwin-Furnas Forge Storm Sewer Project, Phase 1, and authorized an emergency repair contract to fix a hole at 910 North Main Street.
Councilman Cummins explained the joint project with Wayne Township and said the Village’s upfront share, if the grant is awarded, would be “approximately 10% or 63K (sixty-three thousand dollars).” Councilman Lacy moved to approve Resolution 2024-5, which authorizes submission of the OPWC grant application and participation in the multi-jurisdictional project for project year 39 (fiscal year 2025); Councilman Cummins seconded. The roll call vote was 3 Aye/0 Nay (Baldwin, Cummins, Lacy); Councilman Patrick was absent. Resolution 2024-5 passed.
Clerk-Treasurer Debra R. Femmer said she would be authorizing the "Certification of Funds 1.19M" to support the application process.
Separately, Councilman Baldwin presented a proposal from Elite Construction to fill and repair a hole at 910 North Main Street for $8,120. Councilman Cummins moved to accept the proposal as an emergency measure; Councilman Lacy seconded. The motion passed on a 3 Aye/0 Nay voice/roll-call vote.
During reports, Councilman Cummins said he and Wayne Beyerlein (JWCI) inspected cattails and that the Village will receive an invoice for that work. Councilman Lacy said he will buy posts to display branch-of-service flags at the old Town Hall for Labor Day.
Solicitor Jeffery Richards reported he sent proposed ordinance revisions to Clerk-Treasurer Femmer for distribution; Femmer confirmed those revisions will appear on the Sept. 9, 2024 agenda. Mayor Jess Cordery III announced that Sun Sprouts Café plans to reopen with a new menu and an October ribbon-cutting, and noted he received an email about someone pole dancing on a street light within Corwin proper.
The special meeting adjourned after a motion by Councilman Baldwin and a second by Councilman Lacy; a voice vote carried 3 Aye/0 Nay.
