Corwin council hears first reading of property-maintenance ordinance to address unsafe homes

Solicitor Jeffery Richards presented a first reading Sept. 23 of proposed modifications to Chapter 17.40 aimed at addressing health, safety and cleanliness issues at properties the village has tried to abate for months.
"The Village just wants the properties repaired; a matter of safety and health," Richards said, summarizing why the ordinance changes are being proposed. The draft would authorize the designation of buildings or property as "unfit for human habitation or use, unsafe, in disrepair, or a general nuisance" and set out procedures for declaration and posting.
The modification text included a provision saying, because the issues concern "immediate health and safety concerns, the ordinance in Chapter 17.40 shall have immediate effect and be retroactive upon passage." Council members present indicated agreement with the provisions during discussion.
Councilman Baldwin raised concerns that some elderly residents of Corwin proper "may not appreciate the proposed maintenance modifications to the zoning code," noting the need to balance enforcement with community impact. Solicitor Richards framed the measure as a legal tool to secure compliance by property owners and tenants to address hazards.
The council did not vote on the measure at the Sept. 23 meeting; Richards said a full copy of the modification will be available and the ordinance will receive a second reading at the council's next regularly scheduled business meeting on Oct. 14, 2024.
