Corwin council adopts 2025 tax budget, flags shortfall in solid-waste fund

Corwin Village Council voted 4-0 July 8 to accept the village's proposed Tax Budget for 2025 and submit it to the Warren County Auditor.
Clerk-Treasurer Debra R. Femmer told council the figures were estimated conservatively using the last three years and current year-to-date results and reviewed key line items including street maintenance, snow and ice removal, and solid waste. "The figures are on the conservative side," Femmer said, and noted all funds look healthy except Solid Waste and Recycling, where current annual receipts of about $61,271 are below projected annual outflows of $62,995. A contract increase is due in October 2024, and Femmer warned that it may be necessary to increase residential charges in 2025 to keep the enterprise fund solvent.
Councilman Cummins moved to accept the proposed Tax Budget and Councilman Baldwin seconded; a roll call vote carried the motion 4 Aye / 0 Nay. Femmer will deliver the Tax Budget to the Warren County Auditor by July 15, 2024. Council agreed to review the enterprise fund and the relevant trash contract at the next meeting.
The vote formalizes estimates the Warren County Auditor will use in determining local government funding levels for the coming year. The council did not set a new rate at this meeting; any change to residential solid-waste charges would require separate action after contract review and additional council discussion.
