Council approves $32,627 change order to fix drainage and curb issues on Summit Avenue

The Fergus Falls City Council approved change order #1 for the Summit Avenue drainage work (between North Oak and Broadway) in the amount of $32,627.50 to correct standing water that is causing pavement deterioration.
Kyle Meyer described how previous piecemeal curb installation left a patchwork of curb segments and low spots that allow water to pond on the roadway. "We pieced together a number of curb chunks on the project and then overlaid the street... The project drainage out there is poor," Meyer said. The recommended fix is to remove and replace the curb and gutter, tie in driveways and overlay a portion of the street to restore proper drainage.
Councilors asked whether the drainage problem contributes to standing water on nearby Broadway; staff said it does not. A councilor also asked whether assessments would be affected; staff said there would be no impact on assessments for the residents in question. Meyer cautioned that while the change order will help, a full elimination of the flood problem would require a larger project with pumps or lift stations and higher cost.
Council approved the change order by voice vote. Staff will schedule the contractor (who is already performing mill-and-overlay work nearby) to complete the curb and drainage work as part of the broader contract.
