Fergus Falls council approves change orders for Cleveland and Summit Avenues

Fergus Falls City Council approved change orders for two separate street projects: Cleveland Avenue (PI 5964) and Summit Avenue between North Oak and Broadway.
City staff described the Cleveland Avenue change order as covering contractor downtime when crews attempted water tie-ins and discovered valves that would not shut, the cost of an insertion valve to make a live tie-in without shutting broad areas of the system, and geogrid installation where poor soils prevented adequate compaction. "We had to shut off 19 valves to actually ... get to the point where we weren't having water flow into our pipe," staff said, explaining why an insertion valve was preferable to shutting large parts of the system.
Council moved and approved the Cleveland change order by voice vote.
On Summit Avenue staff proposed removing and replacing a patchwork curb-and-gutter section, tying in driveways and overlaying part of the street to correct settlement and standing water that is damaging the pavement. Staff said the work would not change assessments for property owners and that the mill-and-overlay contractor would add the work to its scope. "Eventually, the water sits in the curb and it sits out on the asphalt. The asphalt is going to spall out over time with the water sitting there," staff said when explaining the need for the work.
Council approved Summit Avenue change order #1 in a separate vote.
