Council approves change order for Cleveland Avenue after tie-in delays, adds geogrid stabilization

The City Council approved change order #1 for the Cleveland Avenue reconstruction (PI5964) to address contractor downtime, add an insertion valve and place geogrid in a poor soil section.
City staff described a sequence in which valves intended to shut off water for tie-ins did not work, requiring crews to shut multiple additional valves and open hydrants before connections could be made. "By the time we were all done, I think that side of it... we had to shut off 19 valves," a staff speaker said, describing the time the contractor spent waiting. To avoid extensive future shutoffs, staff added an insertion valve that can be installed while the main is running.
The change order also pays for geogrid to improve compaction in an area with poor subgrade material so the pavement will perform as expected. Staff said the work will allow them to complete street restoration after utility work.
Council approved the change order by voice vote. Staff reported utility work on Cleveland is complete and that street work (curb, gutter, sidewalk and paving) will continue in the coming weeks.
